Over 41 hours required for each construction paperwork in 2022 – report

HCMC – It took an average of 41.2 hours and cost VND41.7 million for a company to complete administrative construction procedures, according to the Administrative Procedure Cost Index 2022 (APCI 2022) report.
The report was compiled by the Government’s Advisory Council for Administrative Procedure Reform with support from the U.S. Agency for International Development’s Linkages for Small and Medium Enterprises.
It reviewed three administrative procedures: the appraisal and adjustment of investment feasibility studies for construction projects, the appraisal of construction designs, and the issuance of construction permits.
The survey highlighted businesses’ expectations for streamlined administrative procedures in the construction sector. Their key recommendations include simplifying procedures, reducing the need for extensive documentation, and implementing cost-saving measures such as electronic payment methods and online administrative procedures.
Businesses also emphasized the importance of seamless connectivity with national public service portals, as well as seeking measures to tackle woes related to fire prevention procedures and environmental protection in feasibility study assessments.
In addition, the respondents called for better coordination among management agencies responsible for construction, fire prevention, and environmental protection, and wanted relevant authorities to inform them about new procedures timely.
